Brief History of
“Uma Roy Memorial District Disability Rehabilitation Centre  (DDRC) Malda”

Introduction

   

As a part of the overall strategy to provide comprehensive services to the persons with disabilities at the grass root level, the Ministry of Social Justice and Empowerment with active support from State Govt. has been facilitating creation of the infrastructure and capacity building at district level for awareness generation, rehabilitation, training /guiding for grassroots level functionaries, through setting up District Disability Rehabilitation Centers (DDRCs) in all the unreached and unserved districts of the country, managed by a District Management Committee (DMT) headed by the District Collector. For first three years  (5 years in case of DDRCs in the North Eastern States and J&K) the financial support towards the staff honorarium, equipment and travel is provided through the Scheme for implementation of PWD Act of the Ministry of Social Justice and Empowerment, GOI. After 3/5 years DDRCs are transferred completely to pre-identified implementing non-Governmental agencies that would thereafter manage DDRCs and continue their services. The DMTs would continue to supervise and coordinate the activities of the DDRCs. Funding to the DDRCs is to be provided under DDRS scheme.

 

What are District Disability Rehabilitation Centres (DDRCs)

 
  1. DDRCs is an initiative to facilitate comprehensive services to persons with disabilities in the rural areas.

  2. These units have a group rehabilitation professionals for providing services like identification of persons with disabilities, awareness generation, early detection and intervention, provision/fitment, follow up and repair of assistive devices, therapeutic services e.g. physiotherapy, speech therapy etc. and facilitation of disability certificate, bus passes and other concession / facilities for person with disabilities.

  3. Best results can be achieved if this unit works in co-ordination with Department of Health, Education, WCD, Rural Development and Revenue.
